I'm the newbie with the outside perspective on things. Sometimes the FNG's can see something that is a little off beat that tends to blend in to the landscape. I don't want to meddle or appear to be a know it all, but that's where I'm coming from.
So the other day I was looking at some of our batteries for the transponders, etc. I noticed a few areas where we could spruce up the wiring, etc. Who would I talk to to first volunteer my time in doing something, second, to make sure it "is" a good idea, and third, the take criticism for the "bright idea"?

Volunteerism is always appreciated from all members. Every member holds the same and equal amount of the club as any other member.
To help stream line things Chukar (Chief tow pilot/ treasurer/takes care of everything) and Stoney (NSA President and ASI board member/takes care of everything) are generally the guys to go to for NSA repairs and cooridination of equipment issues. I'm sure they would gladly take volunteers to help manage and execute any thing that needs A-Fixn' Next time you're out we'll be sure to address these issues. If you can come up with a better way to keep members from pulling the battery wires right out of the connectors you will save us a lot of grief as Chukar has been re-soldering and fixing the battery leads to just about everything around ASI every other month.
